Susan B. Anthony List today launched a $200,000 radio campaign in defense of several members of Congress, thanking them for their vote to help defund Planned Parenthood.

"Hear this?," says the announcer in the spot, playing a clip of a recent conservative sting operation. "That's the sound of a Planned Parenthood staffer caught on video giving advice on how to get a 14 year old rape victim an abortion without alerting the authorities."

The districts targeted include Allen West (FL-22), Randy Hultgren (IL-14), Joe Walsh (IL-08), Frank Guinta (NH-02), Mike Fitzpatrick (PA-08) and Patrick Meehan (PA-07).

The radio campaign is in response to a Planned Parenthood campaign against several members for their vote to defund the organization.

The tour is a part of a larger $200,000 grassroots campaign including radio and television ads thanking Members for their votes to defund Planned Parenthood. The ad campaign launched on Tuesday, March 1, with a four-day $75,000 television ad airing throughout NY-25 and the Syracuse-area thanking Rep. Ann Marie Buerkle (NY-25). The same day, the SBA List commenced a series of one-week radio ads in the districts of Reps. Wisconsin Senate passes union limits despite Democratic walkout - CNN

Wisconsin's Republican-led state Senate passed Gov. Scott Walker's proposed restrictions on collective bargaining for public employees Wednesday, getting around a Democratic walkout by stripping financial provisions from the bill.

"Tonight, the Senate will be passing the items in the Budget Repair Bill that we can with the 19 members who actually do show up and do their jobs," Sen. Scott Fitzgerald, the chamber's Republican majority leader, said in a statement announcing the move.

The Senate's 14 Democrats had fled to Illinois to prevent the chamber from attaining a quorum and passing the collective bargaining measures, which they have called an unnecessary attack on the rights of public employees. Republicans were able to move ahead by voting only on the nonfinancial aspects of Walker's proposed bill, which requires fewer members for a quorum.


Police remove protesters from Wisconsin Capitol

MADISON, Wis. – Police carried dozens of protesters from a hallway leading to the Wisconsin Assembly on Thursday as Democratic representatives pounded on the locked door of the chamber, demanding to be let in to the room where a vote was scheduled on an explosive bill that would take away public workers' collective bargaining rights.

At least 100 protesters packed the hallway, pounding drums, while the Democratic representatives gathered in front of the doors, which were opened just before 11:30 a.m. At least 50 protesters were carried out by police, and the building was locked down briefly while officers did a security review. - AP via Yahoo! Scientists discover 'zombie' ants

'Zombie ants' may sound like the title of an Ed Wood movie, but, according to National Geographic, they are quite real.

Oddly, there's nothing very zombie-like about the actual ants. It's only when a particular fungus takes over the ant's brain that things get weird.

Once the "stalk of the newfound fungus species Ophiocordyceps camponoti-balzani infects an ant, the ant gives up control over its own body. After the fungus is in control, it forces the ant to scamper toward "a location ideal for the fungi to grow and spread their spores." Then, it's lights out for the ant. Who knew a fungus could be so diabolical?

These wild discoveries were made by a group in Brazil headed by entomologist David Hughes. National Geographic published a series of pictures of ants that have "lost their minds" to the fungus. You can check out a sample of them below. Not for the squeamish.

Sheila Jackson Lee and Linda Thompson: Separated at birth?

Texas Rep. Sheila Jackson Lee Accused of Verbal Abuse by Congressional Staffers

Though most of us know her as that black congresswoman with the beehive, Sheila Jackson Lee is actually a well-known Democrat representing Texas's 18th Congressional District in the House of Representatives.

Since her election victory in 1995, Lee has been an outspoken politician leading the charge on issues relating to minorities and civil rights in this country. She has been an ardent supporter of affirmative action, immigrant and women's rights, attacking any legislation that she feels disenfranchises vulnerable minority communities.

However, according to a recent expose in The Daily Caller, Lee's fiercest attacks have apparently been against the members of her own staff. The congresswoman is, reportedly, meaner than James Evans after working a long August day at the car wash. Former staffers report she's like Sho-nuff, Eviline and the mean lieutenant in Beverly Hills Cop, all wrapped into one.

Normally, Congress is meant to be a bastion of good breeding and gentility where civil discourse trumps nasty rhetoric and name calling. However, Lee must have missed that part of Freshman Orientation.

Over a 10 year span, Lee has one of the highest staff turnover rates in Washington, with at least 39 staffers leaving within one year. Over that time, Lee has employed at least nine chiefs of staff, eight legislative directors, and 18 schedulers or executive assistants, according to records of federal disclosure forms published by the website Legistorm. Nine staffers left within two months, 25 within 6 months.

Jonathan Strong, a writer for The Daily Caller, reports that Lee has handed out nicknames to staffers, including "you stupid motherf***er," and ex-staffers allege that she is hardest on African American staffers. "You stupid mother-effer' was like a constant," says one.

"Like, all the time. But the interesting thing is she would really project that behavior more towards her African American staffers... This is something we always talked about. We chalked it up to her just feeling more comfortable acting out her aggression toward a certain group of people versus others."

Another staffer said, "She is very strange in who she insults and how. For some reason, it seemed like she was racist against African Americans."

According to Strong, another Jackson Lee aide recounts the time her parents came to Washington to visit: "They were really excited to come to the congressional office. They're small town people, so for them it was a huge deal. They were actually sitting in the main lobby waiting area....[Jackson Lee] came out screaming at me over a scheduling change. Called me a 'stupid idiot. Don't be a moron, you foolish girl' and actually did this in front of my parents, of all things."

Another staffer remembers requesting a meeting with Lee to ask how best to serve the congresswoman. Jackson Lee's response: "What? What did you say to me? Who are you, the Congresswoman? You haven't been elected. You don't set up meetings with me! I tell you! You know what? You are the most unprofessional person I have ever met in my life." With that, Jackson Lee hung up the phone.

Former aide Michael McQuerry said his experience with other "difficult" bosses on the Hill prepared him for how to handle Jackson Lee. "I've worked for two other members. They did the same thing," he said.

"It was at first, I'm not going to lie to you, it was a rough patch with her and me. But I took her to the side and I let her know that, you know, 'Congresswoman, I'm a man before anything else.' And after that, we had no problems. We had no problems," McQuerry said.

Of the scores of Jackson Lee staffers contacted by The Daily Caller, only McQuerry offered an affirmative defense of the congresswoman's management techniques. "A lot of people just did not know how to go, and say, 'hey, that's inappropriate,'" McQuerry said.

"I am a queen, and I demand to be treated like a queen," Jackson Lee once said according to Strong, and apparently she wasn't kidding. Her employees describe waiting for their boss for hours on end, sometimes late into the night, while she attends events or even sits in her office watching TV.

"She liked to hold her staff meetings - she would individually pull in the deputy chief of staff, myself and some other people individually to go over different parts of her day. But she would literally wait until super late at night. None of us could go home... And if she called and you didn't answer, it was like World War III," the source said.

Jackson Lee's driver picks her up at her apartment one block from her office each morning and waits for her outside wherever she goes throughout the days and nights. (Clearly she isn't down with Michelle's Let's Move campaign...)

"Whatever time she told me to be there, I would always show up at least 20 minutes late, and expect to wait at least 45 minutes," said one of Jackson Lee's drivers. "She was making me wait in the car, sometimes upwards of five to seven hours per day."

One woman who interviewed for a job in Jackson Lee's office arrived at 5:00 p.m. and ended up waiting for over five hours. "I sat there, no kidding, from 5:00 p.m. until 10:30 p.m...She actually went out to dinner while I was sitting there waiting for an interview," the woman said. A Lee staffer called the woman at 11:15 p.m. after she'd just arrived home, to beg her to come back. The congresswoman was finally ready.

Apparently, there is no such thing as "Close of Business" in Jackson Lee's office. "In the middle of the night, people had to go get her garlic. She'll call you at two in the morning for garlic because she takes them as supplements," a former staffer said.

One staffer was at a midnight mass on Christmas Eve when the boss called. She didn't answer. "She got so irritated that I wasn't answering her call on Christmas Eve. So she called me every minute for 56 minutes," Strong's source stated.

Ex-staffers also told Strong that Lee often told staffers, "What am I a prostitute? Am I your prostitute? You can't prostitute me," and would demand that they run red lights. She has reportedly yelled at Secret Service Agents after they asked her driver to move the car, "I'm Congresswoman Sheila Jackson Lee! Who do you think you are?"

At least one ex-staffer's doctor advised them to quit due to the health toll that working for Jackson Lee was taking.

"We would sit around and try to analyze why she was so miserable," a former staffer said, "We all kind of felt bad for her. She was such a lonely, miserable person. And it must suck to work on Capitol Hill and have all of your colleagues hate you, right?"


Frankly staffers, I don't think she gives a damn. She says you all have "Ten Seconds."

'I'm staying,' Harrisburg Mayor Linda Thompson tells crowd of 250 at unprecedented rally

The calendar said Valentine's Day, but love wasn't in the air outside Harrisburg's City Government Center on Monday afternoon.

There were chants and slogans, some mouth battles and unvarnished rage, even a slushball directed at a too-curious-to stay-away Mayor Linda Thompson, as about 250 midstaters came out to demand her immediate resignation.

Thompson, by the way, isn't going anywhere.

Gesturing from the second-floor window of her office to the crowd below, she mouthed “I’m staying” during a surprise appearance about halfway through the boisterous rally.

On that point, Thompson is the decider for now: Harrisburg has no provision for public recall votes, and a mayor can be removed from office only through criminal prosecution or medical disability.

But organizers of the newly named “Restore Sanity to Harrisburg” movement pronounced themselves pleased with their first Web-organized effort. They promised to be back with their hammer of public pressure.

“Our purpose was in part to see if there were a lot of people in the city who’d be willing to work together to take further action ... to improve what’s going on right now” in city government, organizer Lisa Paige said afterward. “I think there are.”

Paige is a former city schools spokeswoman who quit after Thompson fired Superintendent Gerald Kohn.

It was hard to know if Monday’s turnout represented a peak for those already discontented with the seeming gridlock and dysfunction at City Hall, or a new groundswell against the embattled mayor.

According to interviews, about half of those in the mostly white crowd were from outside the city. Of the city residents in the crowd, most said they were against Thompson from the start.

“I didn’t like her in the beginning, and I’m upset because [former Mayor] Steve Reed didn’t do anything to win the election” in 2009, said Larry Thomas, 69, a retired Rite Aid store manager.

Still, this was an event without precedent for Harrisburg, where the local government is staggering near bankruptcy under the weight of a $282 million debt burden and a passel of other urban-center problems.

Until 2009, it was a city whose electorate knew nothing but re-electing its mayor. Monday’s crowd, by contrast, wanted to ride Thompson out with nearly three years left on her term.

“I don’t know what would happen if she resigned, but I’d find it hard to believe it could be any worse,” said midtown resident Terry Stark. “A lot of people were willing to give her a chance, but this is more than a case of freshman jitters.”

Many protesters were incensed by reports from Thompson’s former spokesman, Chuck Ardo, that the mayor had made repeated anti-gay references to City Controller Dan Miller, a top political rival.

“I am a gay male,” said Scott Heblow, a Penn State Milton S. Hershey Medical Center employee from Harrisburg. “We don’t need that in a city that’s in crisis. ... And then to see her up there acting the way she did. That just shows her ignorance.”

“If many of us in our own offices or at our jobs would have said the things that she said, we would be fired,” added Michael Rios, 26, a Harrisburg Area Community College student and North Street resident. “So she needs to be held accountable for her own actions.”

But that wasn’t the only rallying point.

Out-of-towners voiced concerns about a possible commuter tax. One man said he was an atheist who objected to Thompson’s public injections of her faith into government.

Shipoke resident Kevin Oliver, whose sign read “God Told Me Our Mayor Is Insane,” complained about last fall’s proposed attempt to close the Paxton Fire House on Second Street.

“By making decisions like that as an elected official, I feel she directly puts us citizens at risk, and I have a problem with that,” he said.

Some simply came to gawk.

And not all the protesters were white.

“Linda, Lead or Leave,” stated the sign carried by Clare Jones, a former president of the Greater Harrisburg Branch of the National Association for the Advancement of Colored People. She said her problems with Thompson, the city’s first black mayor, relate to broader leadership issues.

“Leadership means you have to stop fighting all the time; with your own staff, at least,” Jones said. “It means you have to have the willingness to learn the scope of the problem that we’re facing with the city’s finances. It means stop thinking that people are trying to destroy her. ... If she’s going to stay and be the mayor, and do this difficult job, fine. If not, she should go watch soap operas.”

City police said there were no incidents in the hourlong rally.

But the event got an extra jolt of edginess when, nearly half an hour after the chanting started, Thompson, city ombudsman Brenda Alton and another aide stepped up to the windows overlooking Second Street.

About a dozen Thompson supporters surged forward, waving their signs at her. The mayor held her hands in a prayerful position and bowed to them.

Then the larger crowd broke out in a chorus of boos. People jerked their thumbs down, and “We want you out” chants were streamlined to “Get out.”

From the back of the crowd, a snowball smacked the office glass. Thompson appeared startled for a second and pointed down toward a police officer. Then she was back, hand up for her trademark princess wave.

“I’m staying,” she again mouthed, gesturing down to her office floor.

After another mayoral wave and a round of blown kisses, her aides closed the blinds, and the mayor was gone.

Paige vowed that protest organizers will be back at work planning a follow-up event in fairly short order and are urging all residents to stay engaged in city affairs in the interim.

“Keeping pressure on the mayor to function at a higher level may actually be productive,” she said.

A town full of good samaritans.

96 Minutes Of CPR Saves Goodhue Man - CBS Minnesota

GOODHUE (WCCO-TV) – A 54-year-old Goodhue man is alive and well thanks to the heroic efforts of a team of first responders who chose not to give up on the man, who was lifeless for more than an hour and a half.

It began as a quick run to the grocery store to get some last minute things for dinner, but Howard Snitzer wouldn’t even make it through the front door. He stumbled near the entrance to Don’s Foods in Goodhue and crashed onto the frozen sidewalk.

“I had a massive heart attack,” recalled Snitzer.

Don Schulte had just arrived at his store and recalled the image of Snitzer’s lifeless body.

“This guy was not looking good,” says Schulte.

Across the street from the store, brothers Al and Roy Lodermeier were getting ready to close their service station for the day. That’s when they saw Snitzer’s body laying on the sidewalk, and thought he’d just taken a tumble. The two volunteer firefighters ran over to assist and were among the first on the scene of what would become a marathon medical rescue.

“I checked for pulse and breathing and there wasn’t one. I said, ‘we’re gonna have to start CPR,’” said Al.

As Al began the 30 chest compressions and two short breaths, Roy ran into the fire station next door and grabbed the automated external defibrillator or AED.

Once they started, they didn’t stop, rotating positions while keeping the compressions going. Soon, more first responders arrived, along with ambulance crews from Zumbrota and Red Wing. Nobody was ready to give up on Snitzer despite his lack of response. It was as if the team of 20 or so was a medical bucket brigade; when one of them tired another took over.

“That’s what they described it as, exactly. That’s pretty close,” said Roy.

The 911 call dispatched Mayo One, the advanced life support helicopter from Rochester. When the team arrived, Snitzer was still unresponsive.

“No heartbeat, no breathing, no signs of life,” explained flight nurse Mary Svoboda.

They administered intravenous heart drugs and 11 jolts from a defibrillator, hoping to shock the heart into rhythm. Through 96 grueling minutes, the volunteer’s chest compressions didn’t skip a beat, hoping his heart would finally start.

“They just said, ‘you’re not dying on my watch,’ and kept going and going,” explained grocer Schulte.

Finally, came the miracle moment when after a phone consultation with a Mayo doctor, the heart began beating and Snitzer stabilized. He was immediately transported to Rochester’s Mayo.

“When you get done and the guy survives, not only survives, but with no side effects, you know? It’s just like it never happened. That makes you feel good,” said Al.

Snitzer, a very lucky man who defied incredible odds, returned to the fire hall this week to meet his team of dedicated lifesavers.

“I just pray that I can find a way to honor what you all did for me with at least living a decent life, you know. I mean, a healthy life,” said Snitzer.

Harry Reid blasts ‘mean-spirited’ Republicans who want to cut taxpayer funded cowboy poetry festival

Amid calls for cuts to the federal budget, Senate Majority Leader Harry Reid defended the National Endowment for the Arts during a floor speech Tuesday, calling Republican proposals “mean-spirited” and saying events like government-funded poetry festivals should not be sacrificed to reduce the deficit.

“The mean-spirited bill, H.R. 1, eliminates National Public Broadcasting. Now, that is really saying a lot, madam president. It eliminates the National Endowment of the Humanities, National Endowment of the Arts. These programs create jobs,” Reid, a Nevada Democrat, said. “The National Endowment of the Humanities is the reason we have in northern Nevada every January a cowboy poetry festival. Had that program not been around, the tens of thousands of people who come there every year would not exist.”

The National Cowboy Poetry Gathering, held in Elko, Nevada since 1985, brings in thousands of performers, artists and poets for the week-long festival. The U.S. Senate passed a resolution in 2000 honoring the event.

Corbett drops budget ax on education, employees

HARRISBURG -- Facing an unprecedented $4.1 billion deficit, Gov. Tom Corbett on Tuesday presented to lawmakers a balanced budget totaling $27.3 billion that slashes spending, cuts the state work force and raises no taxes.

Corbett would erase the deficit by cutting $2.6 billion, relying on projected revenue growth, and tapping accounts such as the tobacco settlement fund. Higher education takes the biggest hit in this budget: a 50 percent funding cut for state-related and state-owned universities. In January, he froze $387 million in state spending, most of it for education.

"No other General Assembly or governor has faced the budget challenges that lie before us," Corbett said. In his first budget address to a joint session of the House and Senate, the Shaler Republican rejected increasing taxes, saying that would "choke growth."

"I want to say something you haven't heard enough from this building: We get the picture. It's your money," he said.

His 2011-12 spending plan is about $866 million, or 3.1 percent less than the current budget. That "essentially sets state spending at 2008-09 levels," the year the recession hit, said Budget Secretary Charles Zogby. Subsequent budgets were propped up by federal stimulus dollars, which ended this year.

Democrats labeled Corbett's plan an attack on working people and one that shifts tax burdens to local governments.

"This budget fails the governor's no-tax pledge," said Rep. Mike Sturla, D-Lancaster County. "It simply passes the tough choices on to counties, municipalities and school districts. They'll be the ones that will need to slash services for their residents and implement tax hikes."

"Working families and children are going to bear the brunt of this cost," said Senate Democratic Leader Jay Costa, D-Forest Hills. "He let the business community off the hook, and it's not fair."

Corbett reiterated his opposition to a Marcellus shale natural gas tax, saying the industry is "the foundation of a new economy, not just something new to tax."

He wants to continue to phase out the capital stock and franchise tax, a levy on a business's assets. Creating a better business climate starts with lawsuit reform, Corbett said. "You shouldn't have to fight every lawyer with enough money to put up a billboard," he said.

"This is a Wall Street budget, not a Main Street budget," countered Rep. Joe Markosek of Monroeville, the ranking Democrat on the House Appropriations Committee.

With most state union contracts set to expire in June, Corbett appeared to begin negotiations, saying, "I want to be clear about this to our union leaders: Collective bargaining doesn't mean some ill-defined middle ground. It means finding the spot where things work. In this case, it is going to have to work to the good of the taxpayer, or it's not going to work at all."

Said Rep. Curt Schroder, a Chester County Republican: "Unless (state union workers) want to see some (Wisconsin Gov.) Scott Walker-style justice, they'd better take this seriously."

Zogby urged school districts and teachers to agree to open labor agreements, so that teachers' salaries could be frozen to save districts $400 million.

"We are deeply concerned by Gov. Corbett's attempt to pit 'taxpayers' against public-sector employees," said AFL-CIO Secretary Frank Snyder. "Public-sector employees are taxpayers. These kinds of 'us versus them' tactics will only lead us to an economic race to the bottom."

Despite the cuts, some programs would continue at full funding, including the statewide film tax credit.

That "was encouraging for us," said Pittsburgh Mayor Luke Ravenstahl, who attended Corbett's address. He said the film tax credit could boost the city's chances of inclusion as a location for the next "Batman" movie.

The budget plan cuts overall state education funding by $2 billion and economic development spending by a third. It eliminates 1,500 state jobs, 500 through layoffs and the rest through attrition. More than 1,200 of the lost jobs would come from the Department of Public Welfare -- though that department would become the largest slice of state spending. Mental health services would lose 774 workers.

Public welfare spending would increase 6 percent, to $11.2 billion, driven by a $670 million increase for Medicaid, the health insurance program for the poor and elderly. One change would limit Medicaid recipients to one dental visit a year.

"The voters spoke when they elected Gov. Corbett. He promised no tax increases, and he lived up to his promise," said Rep. Jake Wheatley, D-Hill District. "My fear is, those most in need will suffer."

The amount the Legislature spends on itself would decrease 1.4 percent, to $296 million, a smaller percentage cut than at least 13 other agencies including the departments of Agriculture, Education, Emergency Management and Health.

The Department of Corrections would get a $13 million increase, to nearly $1.9 billion. The Department of Community and Economic Development's budget would decrease 34 percent.

Many Republicans said they liked Corbett's message.

"I think it's the right tone -- that we can dig our way out of our problems," said Rep. Tim Krieger, R-Delmont.

"Pennsylvania must live within its fiscal means," said Sen. Kim Ward, R-Hempfield. "For the past eight years, the previous administration has taxed, borrowed and irresponsibly spent our state residents' hard-earned dollars."

House Majority Leader Mike Turzai, R-Bradford Woods, said Republicans in control of the General Assembly would ensure Corbett's budget passes by the June 30 deadline.

"It means we stop the one-time fixes and gimmicks that have barely held the machine of government together," Corbett said. "It's time to peel off the duct tape and get to work on what's broken underneath."


Highlights

THE BIG PICTURE:

-- An overall decrease in spending of about 3 percent.

-- About $27.3 billion in taxes, fees and other state revenue.

REVENUE

-- The elimination of $484 million in "accountability" grants for public schools and reimbursements to school districts for the loss of students who transfer to charter schools.

-- A 7 percent increase to $11.2 billion for the Department of Public Welfare, which includes health care for the poor, child care and services for the disabled.

-- $1.95 billion, no change, for the Corrections Department.

-- A 9 percent increase, to $1.1 billion, for debt service payments.

STATE JOBS

-- 1,550 state positions eliminated, including 1,211 from the Department of Public Welfare

ECONOMIC DEVELOPMENT

-- Creation of the Liberty Loan Fund, to consolidate existing private-sector financing programs, and Pennsylvania First, a $25 million competitive grant program.

Today is Ash Wednesday, the first day of the solemn season of Lent.

Ash Wednesday is a day of fasting and abstinence. That means only one full meal and no meat today for healthy adult Catholics. Go ahead and try it if you have not taken your obligations seriously for a few years. It is amazing how even a little self-imposed privation focuses the mind and the soul.

You are under no obligation to keep your cross of ashes on your forehead all day, but go ahead and do it. It is a great conversation starter and who knows, you might interest someone in The One, True Faith.

But be careful, kiddies. Catholics publicly practicing The Faith really pisses some people off. Big time.




Ash Wednesday marks the beginning of the Season of Lent. It is a season of penance, reflection, and fasting which prepares us for Christ's Resurrection on Easter Sunday, through which we attain redemption.

Why we receive the ashes

Following the example of the Nine vites, who did penance in sackcloth and ashes, our foreheads are marked with ashes to humble our hearts and reminds us that life passes away on Earth. We remember this when we are told:

"Remember, Man is dust, and unto dust you shall return."

Ashes are a symbol of penance made sacramental by the blessing of the Church, and they help us develop a spirit of humility and sacrifice.

The distribution of ashes comes from a ceremony of ages past. Christians who had committed grave faults performed public penance. On Ash Wednesday, the Bishop blessed the hair shirts which they were to wear during the forty days of penance, and sprinkled over them ashes made from the palms from the previous year. Then, while the faithful recited the Seven Penitential Psalms, the penitents were turned out of the church because of their sins -- just as Adam, the first man, was turned out of Paradise because of his disobedience. The penitents did not enter the church again until Maundy Thursday after having won reconciliation by the toil of forty days' penance and sacramental absolution. Later, all Christians, whether public or secret penitents, came to receive ashes out of devotion. In earlier times, the distribution of ashes was followed by a penitential procession.

The Ashes

The ashes are made from the blessed palms used in the Palm Sunday celebration of the previous year. The ashes are christened with Holy Water and are scented by exposure to incense. While the ashes symbolize penance and contrition, they are also a reminder that God is gracious and merciful to those who call on Him with repentant hearts. His Divine mercy is of utmost importance during the season of Lent, and the Church calls on us to seek that mercy during the entire Lenten season with reflection, prayer and penance.

Fasting and Abstinence

It is a traditional doctrine of Christian spirituality that a constituent part of repentance, of turning away from sin and back to God, includes some form of penance, without which the Christian is unlikely to remain on the narrow path and be saved (Jer. 18:11, 25:5; Ez. 18:30, 33:11-15; Joel 2:12; Mt. 3:2; Mt. 4:17; Acts 2:38). Christ Himself said that His disciples would fast once He had departed (Lk. 5:35). The general law of penance, therefore, is part of the law of God for man.

The Church for her part has specified certain forms of penance, both to ensure that the Catholic will do something, as required by divine law, while making it easy for Catholics to fulfill the obligation. Thus, the 1983 Code of Canon Law specifies the obligations of Latin Rite Catholics [Eastern Rite Catholics have their own penitential practices as specified by the Code of Canons for the Eastern Churches].

Canon 1250
All Fridays through the year and the time of Lent are penitential days and times throughout the entire Church.

Canon 1251
Abstinence from eating meat or another food according to the prescriptions of the conference of bishops is to be observed on Fridays throughout the year unless they are solemnities; abstinence and fast are to be observed on Ash Wednesday and on the Friday of the Passion and Death of Our Lord Jesus Christ.

Canon 1252
All persons who have completed their fourteenth year are bound by the law of abstinence; all adults are bound by the law of fast up to the beginning of their sixtieth year. Nevertheless, pastors and parents are to see to it that minors who are not bound by the law of fast and abstinence are educated in an authentic sense of penance.

Canon 1253
It is for the conference of bishops to determine more precisely the observance of fast and abstinence and to substitute in whole or in part for fast and abstinence other forms of penance, especially works of charity and exercises of piety.

The Church, therefore, has two forms of official penitential practices - three if the Eucharistic fast of one hour before Communion is included.

Abstinence

The law of abstinence requires a Catholic 14 years of age until death to abstain from eating meat on Fridays in honor of the Passion of Jesus on Good Friday. Meat is considered to be the flesh and organs of mammals and fowl. Also forbidden are soups or gravies made from them. Salt and freshwater species of fish, amphibians, reptiles and shellfish are permitted, as are animal derived products such as margarine and gelatin which do not have any meat taste.

On the Fridays outside of Lent the U.S. bishops conference obtained the permission of the Holy See for Catholics in the US to substitute a penitential, or even a charitable, practice of their own choosing. They must do some penitential/charitable practice on these Fridays. For most people the easiest practice to consistently fulfill will be the traditional one, to abstain from meat on all Fridays of the year. During Lent abstinence from meat on Fridays is obligatory in the United States as elsewhere.

Fasting

The law of fasting requires a Catholic from the 18th Birthday [Canon 97] to the 59th Birthday [i.e. the beginning of the 60th year, a year which will be completed on the 60th birthday] to reduce the amount of food eaten from normal. The Church defines this as one meal a day, and two smaller meals which if added together would not exceed the main meal in quantity. Such fasting is obligatory on Ash Wednesday and Good Friday. The fast is broken by eating between meals and by drinks which could be considered food (milk shakes, but not milk). Alcoholic beverages do not break the fast; however, they seem to be contrary to the spirit of doing penance.

Those who are excused from fast or abstinence

Besides those outside the age limits, those of unsound mind, the sick, the frail, pregnant or nursing women according to need for meat or nourishment, manual laborers according to need, guests at a meal who cannot excuse themselves without giving great offense or causing enmity and other situations of moral or physical impossibility to observe the penitential discipline.

Aside from these minimum penitential requirements Catholics are encouraged to impose some personal penance on themselves at other times. It could be modeled after abstinence and fasting. A person could, for example, multiply the number of days they abstain. Some people give up meat entirely for religious motives (as opposed to those who give it up for health or other motives). Some religious orders, as a penance, never eat meat. Similarly, one could multiply the number of days that one fasted. The early Church had a practice of a Wednesday and Saturday fast. This fast could be the same as the Church's law (one main meal and two smaller ones) or stricter, even bread and water. Such freely chosen fasting could also consist in giving up something one enjoys - candy, soft drinks, smoking, that cocktail before supper, and so on. This is left to the individual.

One final consideration. Before all else we are obliged to perform the duties of our state in life. Any deprivation that would seriously hinder us in carrying out our work, as students, employees or parents would be contrary to the will of God.
